The Supervisory Human Capital Program Specialist is responsible for managing the overall human capital management activities for CRS, including administration and operational processes; setting its operational goals and priorities; overseeing the execution and coordination of key human capital programs and strategic initiatives; and directing the work of employees performing work up to the GS-15 level.
Candidates with knowledge of human resources principles, practices, and regulations; experience in leading and managing human resources processes, activities, and programs; and the ability to lead a highly motivated, talented, and diverse staff are encouraged to apply.

DUTIES:
Provides overall management and direction for CRS human capital management activities as part of the Office of Administrative Operations, including strategic and annual planning, budget, workforce planning and management, policy administration, and operational processes.
Establishes goals, priorities, and performance targets for programs and operations in accordance with overall Library of Congress and CRS strategic and annual goals and priorities.
Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Exhibits commitment to the Library’s Supervisor Core Competencies.
Develops and ensures the documentation, communication, and implementation of policies and procedures, guidelines, and standards for the planning, development, integration, implementation, and evaluation of workforce planning and staffing management programs and staff development and performance management programs to meet the overall needs of CRS in support of its mission.
The Congressional Research Service, within the Library of Congress, is part of the Legislative Branch of the federal government. As such, all positions are in the excepted service.
The salary range indicated reflects the locality pay adjustment for the Washington, D.C. metropolitan area. While it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous federal service will generally be paid the minimum step of the grade.
This is a supervisory, non-bargaining unit position.
