THIS POSITION IS OPEN TO CURRENT MEMBERS OF THE IDAHO ARMY NATIONAL GUARD
INDEFINITE POSITION - MAY CONVERT TO A PERMANENT STATUS WITHOUT FURTHER COMPETITION IF POSITION BECOMES AVAILABLE
Position is located in the office of the State Army Aviation Officer (SAAO), STARC Headquarters. Serves as the analyst responsible for accomplishing program planning, budgeting, analysis and evaluation of Army National Guard aviation programs in a state.
Analyzes funding for Flying Hour Program (FHP),Counter-Narcotics Program (CNOPS) and Additional Flight Training Periods (AFTPs) to aid effectiveness and to identify deficient areas or trends. Independently or as assigned undertakes projects which involve surveys, comparisons and studies of current and past operations. Normally defines requirements and extent of study, methods and sources used, and manner of presentation. Determines the significance of the computed statistics, interprets results and states conclusions developed. Determines deficiencies and high failure and man-hour consumption areas. Makes constructive recommendations for improving aviation operation methods and procedures. Compares aviation requirements with actual performance and determines the effectiveness of the operation. Accomplishes field surveys for the purpose of developing job standards on aviation surveys.
Reviews, evaluates and analyzes obligations and expenditures. Prepares aviation summaries from reports submitted by subordinate AASFs (Army Aviation Support Facilities). Summarizes and interprets significant data collected and relates this data to aviation plans, standards and actions; identifies and analyzes deficiencies in resource consumption, training, workload and scheduling, and evaluates deviations from standards, plans and estimates to determine cause and impact on aviation mission.
Assists SAAO in interpretation and utilization of reports and information provided. Develops various visual media to present trends, performance status, capability and related management information. Aids functional areas in identifying areas of record documentation and procedures which can be streamlined, combined or improved and initiates methods to operate under the new or revised system. Implements the ARNG Internal Controls Program.
