The incumbent will serve as an Auditor providing audit services to all management levels within the areas serviced by the Regional Offices through the conduct of comprehensive audits which include examination of the operations of the Department, its grantees and contractors; and review of reports of audits conducted by non-HHS auditors. The below functions are performed by GS-5 Auditors:
- Assists audit team member on specified audit assignments which facilitate the efforts of the team and provide experience toward independently planning and conducting complete audit assignments.
- Assists with verifying reports against source accounts and records to determine the reliability of data and accuracy of computations, reconciles accounts and verifying the detail of recorded transactions, traces item through ledger and accounts to original media from which they were recorded.
- Applies conventional accounting techniques to complete relatively uncomplicated evaluations.
- Assists with comparing the similarities and differences of accounting systems in categorizing and reporting particular types of transactions.

THIS POSITION HAS A POSITIVE EDUCATION REQUIREMENT. In order to qualify for this position, you must meet the minimum education requirement. Applicants must have a bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/ or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Combination of education and experience at least 4 years of experience in accounting; or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement listed above, provided that: (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g. valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountant or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training and experience fully meet the specified requirements.
Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Specialized experience is demonstrated experience in performing a variety of tasks which you could have obtained in the public sector or private sector:
GS-05: One year of specialized experience equivalent to the GS-4 which was obtained in the public sector or private sector. Specialized experience is demonstrated experience in performing a variety of tasks which you could have obtained within a public sector, private sector and/or an academic setting or work setting: (1) assist audit team member on specified audit assignments which facilitate the efforts of the team and provide experience toward independently planning and conducting complete audit assignments.; (2) prepare reports against source accounts and records; (3) prepare and ensure transactions were properly recorded; (4) review differences of accounting systems in categorizing and reporting particular types of transactions; and (5) review current accounting or control procedures that do not achieve the desired results or are no longer appropriate for situations encountered.
In lieu of specialized experience, the applicant may qualify through education:
Successfully completed a Bachelor's (or higher) Degree in an accredited college or university in accounting or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (you may substitute up to 6 hours of the accounting semester hours with up to 6 hours of business law). NOTE: Applicants must submit supporting transcripts if qualifying based on education.
