    About the Position: This is a permanent supervisory position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works located at the Government Accountability Office (GAO) building, 441 G. Street, NW, Washington, DC.

    Civil Works Mission: The Civil Works programs include water resource development activities including flood risk management, navigation, recreation, and infrastructure and environmental stewardship. Our mission also includes emergency response.

    • Serves as the Chief of the Project Programs Branch within the Program Integration Division, Directorate of Civil Works, Headquarters, U.S. Army Corps of Engineers (USACE).
    • Incumbent is responsible for oversight and management of the appropriate in support of the USACE Civil Works Program.
    • Plans, directs, organizes, and manages the Corps of Engineers Water Resource Development Program.
    • Manages appropriations, General Investigations (GI), Construction General (CG), Operations and Maintenance (O and M), Flood Control, Mississippi River and Tributaries (MR and T), General Expense (GE), other supplemental accounts.
    • Incumbent is responsible for guidance, oversight, and management of the appropriations. Ensures appropriate are in compliance with policies, goals, and objectives.
    • Manages the oversight to the operation, maintenance and modifications of the automated systems required in the management of the Civil Works program.
    • Exercises staff supervision over the control and maintenance of monetary authorizations, appropriations, allocations, work allowances, manpower allocations, and budgets.
    • Assures consistent nation-wide application to meet national requirements, and compliance with directives of the Assistant Secretary of the Army (Civil Works), Office of Management and Budget, and Congress.
    • Participates in senior level briefings representing the Chief of Engineers, Director of Civil Works, Division Commanders, and others who testify at Budget and Congressional hearings.
    • Incumbent is responsible for program analysis in evaluating the overall execution of the Civil Works and makes recommendations and changes to the program development, defense, and execution process.
    • Leads the team in providing program performance measurement indicators and analysis of appropriation accounts for the Civil Works Directorate Management Review.
    • Incumbent analyses trends and compatibilities within the Civil Works Strategic Plan and recommended corrective actions to improve performance and results.
    • Manages the oversight to the operation, maintenance and modifications of the automated systems required in the management of the Civil Works program.
    • Provides supervisory authority to senior technical experts and support staff with responsibility of performance and personnel management, employee development, manpower allocation, logistics and Equal Employment Opportunity.

    Travel Required

    Occasional travel - Temporary Duty (TDY) or business travel may be required 10% of the time to attend meetings, conferences, hearings to justify, defend, support Civil Works programs and budget.
