As a Contract Coordinator, you will:
- Perform contract administration duties and responsibilities specifically delegated by the CO for each contract. Responsibilities typically include making authoritative recommendations to the CO on incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extension, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of Government property reporting, approval of progress payments, final payment, and contract closeout. Contract management functions include review of monthly contract report to ensure deliverables are met, working closely with technical subject matter expert (SME) dedicated as secondary COR to ensure daily workloads/assignments are completed in timely matter, and review of weekly Work Assignment Report (WAR) to ensure accuracy of the report before it is submitted to government senior as progress report.
- Prepare determinations and findings and solicitation documents. Perform detailed analyses of all elements of cost in contractor proposals, and make competitive range determinations. Conduct pre-proposal conference(s) with prospective contractor(s) to arrive at a clear understanding of what is required under the proposed contract. Obtain appropriate data from business and technical officials. Issue necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities, or clarification of contract clauses. Function as an expert technical authority and consultant with responsibility for planning, formulating, implementing, and evaluating effective business planning and use of contracted products and services to accomplish program mission requirements. Identify within assigned major program(s) those large scale subsystems, components, equipment, and services to be acquired by a multi-year contract.
- Serve as technical advisor to the lead negotiator. Provide expert technical guidance in the use of contracted products and services to the lead negotiator to plan the negotiation strategy, coordinate strategy with negotiation team, and lead the negotiations, which are conducted with contractors to develop the contract prices and terms. Advise program officials of the procurement objectives to be used, and prepares statements of work.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Selective Factor: This position requires a Level II or higher in FAC-COR for Contracting Officers Representative. AND
Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
- Performing contract administration and oversight including working with contracting officer on funding, extensions, adjustments, reporting, and/or review of subject matter expert feedback on contract efforts to ensure technical deliverables are met. AND
- Recommending strategies to achieve program success, and development of contract documentation. AND
- Performing procurement planning activities including determining and describing contract needs, recommending strategies to achieve program success, and development of contract vehicle documentation. AND
- Advising Program and Project leadership on contract reporting and oversight, providing corrective recommendations and expert technical guidance to the contract team. AND
- Performing Contract management functions including review of monthly contract reports to ensure deliverables are met, working closely with technical subject matter expert (SME), to ensure daily workloads/assignments are completed in timely matter.
Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
