The Department of Agriculture's Office of the General Counsel (OGC) provides legal services to all the agencies within the United States Department of Agriculture. The position is located in the Washington D.C. office. The incumbent is responsible for work related to records and file management, processing Privacy Act (PA) requests, and maintenance of OGC Privacy Act systems of records.Learn more about this agency
- Responsible for day-to-day administration of OGC's records in accordance with applicable NARA records schedules and Departmental requirements.
- Communicates records requirements to agency division and field offices.
- Maintains schedule/documentation for regular dispatch of records to the Federal Records Center, retrieval of records and placements of freezes of destruction of records and conducts records inventories.
- Provides guidance and advice to divisions and field offices on best practices for protection of PII.
- Plans and conducts educational training sessions on Privacy Act matters.
- Serves as the OGC Privacy Officer and represents the agency on issues related to Privacy Act and other information requirements.
Occasional travel - You may be expected to travel for this position.

QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.).
For the GS-12 level: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates 6 of the 8 following to successfully perform as a Records and Information Management Specialist:
- Experience with ability to communicate records requirements to various audiences including agency divisions and field offices
- Knowledge of records management laws, regulations, rules, policies and procedures
- Knowledge of principles and concepts of information governance of various phases of records and information management
- Experience in managing the records process in accordance with applicable NARA records schedules and Department requirements
- Experience in assisting with the content management framework that supports the entire life cycles of agency records whether they are electronic and/or hard copy
- Experience in assisting in conducting record inventories, identifying appropriate records disposition schedules, destroying records as scheduled, and transferring inactive records
- Experience in developing, implementing, and maintaining privacy policies and procedures
- Experience in planning and conducting educational training sessions on Privacy Act requirements
