GSA's Federal Acquisition Service (FAS) is the only civilian agency whose mission is acquisition. FAS’s scope is incredibly broad and includes General Supplies and Services, Information Technology, Motor Vehicle Management, Travel, Assisted Acquisition Services, and a host of Online Procurement Tools, including the new Government-wide Common Acquisition Platform.
The Assistant Commissioner for the Travel, Transportation and Logistics Categories (TTLC) portfolio reports to the Commissioner, Federal Acquisition Service (FAS) and leads an organization that consists of fleet leasing and motor vehicle acquisition, travel, freight (external), relocation (household goods), acquisition operations, and program development that provide FAS with the capability to enhance customer relationships with Federal customers and, in turn, provide best value (cost, quality and service) for the Federal government and for taxpayers. The TTLC program consists of a distributed international workforce of over 650 employees, and supports $5.4B in business volume annually.
Serves as the Commissioner's senior manager for all matters pertaining to the TTLC program, including policy development, oversight, and program management. By establishing solutions that can be used government-wide, the TTLC program exemplifies FAS’s mission to provide acquisition solutions to federal agencies, creating efficiencies and taxpayer savings, and allowing our customers to focus on their own mission critical activities.
Provides broad oversight and manages high level functions to ensure the accomplishment of TTLC program objectives by providing program oversight, developing plans, policies and procedures, and directing and managing the Government-wide travel and transportation programs. Reviews and approves strategic and operating plans and monitors programmatic and financial activities of service delivery entities across GSA. Provides policy guidance, direction, and oversight to ensure efficiency and effectiveness in standards of delivery of acquisition services. Develops and builds a strong and effective relationship with the GSA community, FAS customers, and industry partners for successful program implementation. Plans, directs, and controls all financial resources of the TTLC program and is responsible for the preparation of the TTLC program's annual plans and budgets.
Directs the TTLC program through the following primary business lines:
Serves as the senior level point of contact on all FAS TTLC program activities within GSA and with the public and private sectors. Collaborates with each of the FAS business portfolios/offices and regional executives to ensure consistent and compliant FAS TTLC program policies and practices and adequate integration of the FAS TTLC program(s). Represents the Commissioner on matters involving the TTLC program before GSA leadership, OMB, and congressional committees on the development of proposed legislation impacting the TTLC program. Represents FAS and TTLC program business lines to current and potential customers and vendors within Federal agencies, industry groups, professional associations, and conferences. Participates in the FAS Leadership Council and other GSA executive committees and boards.
Provides leadership, mentoring, and supervision to subordinate directors. Fosters the development of a world-class workforce and facilitates cooperation and teamwork. Entrusts subordinate directors in their day to day activities providing executive level support, guidance, and final approval on all elevated decisions. Provides oversight, direction, and support to subordinate directors to ensure effective management of the organization and employees including: workload, performance, and administrative issues.
