As an Economist in the Office of Standards, Regulations, and Variances (OSRV) Division, the ideal candidate will serves as a senior expert and technical lead for projects assigned to the Economic Analysis Division. The selectee will be responsible for performing a wide variety of assignments with regards to the management of group processes; which includes, encouraging and facilitating cooperation; and, working with others to achieve goals. These assignments will utilize the candidate’s knowledge of laws, legal codes, government regulations, executive orders, government organization and functions. The selectee will also be responsible for maintaining and updating personal skills in methods, tools, and processes with frequently changing external guidance and as instructed by the Division Chief. These duties also include being responsible for preparing briefings and/or presentations for management, advisory committees, public hearings, etc., regarding economic impact considerations as part of the rule-making process. In addition, the incumbent will prepare, contribute, and review public policy or other documents and analysis in behalf of OSRV. This position is also responsible for developing recommendations for policy through economic assessments of impacts including small business impact analyses, the paperwork burden, the cost and benefit impacts on multiple industries and economic agents, economic feasibility.

In addition, to the Basic Requirements outlined under education requirements, to qualify applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service completing the following:
(1) Experience applying knowledge of economics to a wide range of analysis defined by statutes, executive orders and 0MB circulars.
(2) Experience evaluating and formulating economic analysis on proposed regulations and standards according to criteria set forth in government regulations (such as: Regulatory Flexibility Act, SBREFA, 0MB Circular A-4, and the Paperwork Reduction Act).
(3) Experience with formulating rationale for formal economic analysis proposed rules and regulatory economic analyses.
(4) Prepares technically sound and/or politically sensitive economic studies;
(5) Experience serving as a technical expert in quantitative analysis, economic modeling, and econometrics, using the office STAT A statistical software, econometrics packages, and Excel spreadsheet software.
Basic Requirements
1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience
Examples of qualifying experience include:
1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
1. economic statistics;
2. industrial surveys;
3. management of individual business enterprises, including farms;
4. industrial planning;
5. writing or editorial work in economic subjects; and
6. financial market analysis.
