Incumbent will provide oversight and management of data and analysis in support of all AHA functions. This includes designing the analytics function as well as building the skills, competencies, and processes necessary within AHA to deliver workforce analytics. The incumbent will be responsible for designing appropriate data models, visualizations, and predictive models to enable decision-making that delivers expected business results. This position will support the overall AHR strategy and initiatives while facilitating and supporting AHA business processes.
Incumbent is a recognized subject-matter expert in HR analytical tools, reports, and dashboards, and provides leadership for highly complex and challenging activities under the minimal direction of a manager. He/she serves as the lead proactive advisor to management. The incumbent is a technical authority in advanced HR analytics, concepts, analytical methods, and techniques. The incumbent will develop and implement methods to monitor, evaluate, forecast, and report progress toward achieving organizational goals and objectives and to assist management in making informed strategic decisions. Acts as principal specialist to develop new and innovative approaches, methodologies, and/or techniques to define and direct challenging projects/programs/activities.
Applies experience and expert knowledge applicable to his or her discipline to conduct functional activities for Accountability and Strategic Business Management (AHA-1) projects/programs that often require the development of innovative approaches. Applies experience and expert knowledge of project management and business intelligence to provide oversight of metrics and data analytics to facilitate strategic utilization of data for the support and rollout of various HR systems related projects and plans, which include communication and training materials. Support all HR business processes such as staffing, compensation, training, and development from a system's perspective collaborating which applicable stakeholders to enhance HR business processes.
Serves as a team lead and consultant, reporting to the Executive Director (AHA-1) and Deputy Executive Director (AHA-2). Also serves as an active participant on cross-functional project teams. The incumbent will oversee and maintain HR analytics tools, reports, and dashboards developed by the AHA Data Team. This includes maintenance of data to support HR analytics needs and ensuring accuracy and consistency of key data sets, reports, and metrics. Leads the AHA Data Team in: articulating and communicating projects; actionable events, milestones, and/or program issues under review; and deadlines and periods for completion. Leads the development and implementation of new solutions and systems as a project manager and HR data subject-matter expert.
Tracks AHA Data Team program deliverables in a timely manner from initial creation to final archiving, which includes internal and external organizational tasks and maintenance of official final copies in AHA repositories/databases. Designs statistical methods and applications to report on key metrics. Identifies and interprets trends in data, presents findings, and provides recommendations to varying levels of the organization. Provides analysis of collected data to gain actionable insight to drive business decisions for all areas related to Human Resources. Reconciles conflicting data, proactively reviews/analyzes reports for trends, and devises new and modified methods to analyze and report findings to applicable senior level management. Designs quantitative metrics to illustrate organizational challenges, measure efficiencies, and returns on investment for key initiatives.
Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-13 or FV-I) in the Federal government.
