    • Provides position classification, position management, staffing and pay administration services. Exercises delegated classification and staffing authority for professional, scientific, technical, and administrative positions.
    • Through research, interviews, observation and analytical techniques, provides classification and staffing solutions to complex problems. Maintains open and continuous communication, providing technical advice and counsel to management officials.
    • Administers all placement activities for assigned organizational areas, including new hires, promotions, reassignments, incentives, details, and downgrades. Determines eligibility and salary entitlement as appropriate to each situation.
    • Responsible for legal and regulatory processing and documentation of human resources and pay actions. This includes compliance with the requirements of all OPM, USDA, and Research, Education, and Economics (REE) HR information systems.
