EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will be responsible for all aspects of cost estimating and analysis for FEMA programs, including but not limited to serving as expert in cost analysis of up to level 1 systems, advisor to FEMA organizational elements on matters involving cost estimating and analysis, and formulator of policy to improve cost estimating/analysis within FEMA. Typical duties include:
- Evaluating the current and projected program costs critical to the planning, programming and budgeting process.
- Participating in cost team and program management meetings, conferences, briefings, and all other facets of cost estimating and analysis within FEMA.
- Developing LCCE models using DHS approved Automated Cost Estimating Integrated Tools (ACEIT) software or other cost analysis products within FEMA.
- Participating in any processes to foster consistency and compliance with Departmental policy.
- Collaborating with the DHS Management Directorate and the Office of Program Accountability and Risk Management (PARM), DHS working groups, and councils to develop best practices and to strengthen FEMA’s cost estimates.
Occasional travel - Occasional non-emergency travel may be required.
