The incumbent directs the staff and activities of the Office of Design and Engineering, which undertakes new construction, renovation, major rehabilitation, as well as repair and improvement projects involving the real property portfolio of the Department. The annual budget for which the incumbent is directly responsible is in the range of $35 million. The work of the Office cuts across organizational lines throughout the Department. The incumbent develops long-range plans, goals, and performance measures, and identifies and develops methods to resolve project difficulties or cope with issues that affect the accomplishment of program goals and objectives. The activities of the Program directly and significantly impact a significant number of the Department's foreign posts, and directly address the function, appearance, and representational qualities of the posts. Effective management of the Office also contributes to a positive view of the United States abroad, which enhances the ability of the diplomatic staff to effectively perform their public diplomacy mission.

For this position applicants must address the following mandatory technical qualifications:
1. I have demonstrated experience leading a successful design and engineering program and fostering cross disciplinary teamwork to ensure multiple, complex building projects are developed and delivered within scope, schedule, and budget.

I have demonstrated leadership in, or management of, current professional practices and broader industry approaches directly related to planning, design, engineering, and/or construction, including but not limited to: overall project excellence; sustainability and enhanced energy performance; and/or innovative problem solving techniques.

Basic Requirements:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. Combination of education and experience as documented on the OPM Website: Engineering Series Individual Occupational Requirements
