The incumbent functions as the principal career advisor to the Administrator and Deputy Administrator and provides executive-level leadership and direction to subordinate office directors in all matters related to strategic and operational planning, performance management, partnership program administration, communication and liaison activities, and data management.
The Assistant Administrator provides executive-level direction and oversight in the development, implementation, monitoring, modification, and evaluation of the WHD’s strategic plan and Government Performance and Results Act strategic objectives; and the management, development, and analysis of performance-based measures.
Provides executive leadership and direction for, and manages the implantation of, WHD comprehensive long and short-term strategic objectives and annual performance plans. Oversees the review and evaluation of objectives, plan implementation, and the preparation of modifications to the goals and strategies, including formulation and periodic evaluation of objectives, measures, and priorities.
Oversees the conduct, administration, and management of the WHD partnership program, including the evaluation of and reporting on partnership activities and their contributions to program objectives.
Provides executive leadership for new program initiatives and alternative program approaches related to strategic plan development and implementation, partnership activities, and compliance assistance consistent with the policy and direction provided by the WHD Administrator.
Provides executive leadership in program evaluation activities of major significance to the operation, legitimacy, and ultimate improvement of WHD's training program. Evaluation studies also address the currency, quality, effectiveness of the training program, and the optimum use of staff and funding resources. Guides planned new training methods, technology, and content of training courses/modules based on evaluation findings.
Candidates must possess technical and management experience, and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service).

1. Demonstrated leadership experience in directing the development and implementation of strategic operating plans to advance national goals, objectives, and strategies related to the enforcement of wage and hour laws.
2. Demonstrated leadership in conducting program evaluations and utilizing data analysis to lead a strategic approach for developing a culture of continuous improvement in performance and effectiveness.
3. Demonstrated experience in providing advice and guidance on complex program objectives, controversial policy issues, and precedent-setting activities that could have major implications for regulations, legislation, and policies related to enforcement objectives and functions.
4. Demonstrated leadership in modernizing business processes to ensure efficiencies and effectiveness.
