The Deputy Administrator for Mine Safety and Health Enforcement (MS&H) has full line management authority over MS&H's National Headquarters staff, eleven field District Offices, and a full range of associated managerial duties, including:
Maintains extensive liaison with Departmental and MSHA top staff, as well as key officials in the Bureau of Land Management, OSHA, NIOSH, ATF, state and local governments, mine industries, professional associations, energy, ecology, conservation and other consumer-oriented groups, national and international safety and health organizations, and unions, to exchange information and promote compliance with legal and regulatory coal mining requirements. As designated, serves as a member of interagency and ad-hoc committees. Serves as the highest-level advisor to the Administrator of MS&H in the development of policies pertaining to: inspection and investigation of the nation’s coal mining operations; mine conditions and practices; and accident, injury, and occupational illness prevention.
Because of intense Congressional interest regarding MS&H, incumbent must apply intimate knowledge of Department of Labor policies and objectives and in-depth understanding and insight to objectives of the Mine Safety and Health Administration to ensure that all Congressional correspondence and inquiries are responded to fully and expeditiously.
You must have one year of specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties.

2. Extensive background in developing and recommending mine safety and health criteria, and standards, and procedures to be used in inspection and enforcement activities.
3. Experience in monitoring and evaluating mine safety and health performance.
