    The incumbent serves as a Management and Program Analyst in the Bureau of Fiscal Service, within Kansas City Financial Service Center. The employee serves as a principal advisor and analyst providing expert advice and assistance to the Director on wide variety of issues and problems.

    Responsibilities

    As a Management and Program Analyst, you will:

    • Provide key support to management in a wide variety of administrative and operational matters. Conduct broad or specific studies relevant to organizational goals and objectives. Compile data and perform statistical analysis to evaluate the effectiveness of programs and initiatives. Review and evaluate program goals, develop methods to measure success, identify factors influencing program accomplishments, and recommend changes accordingly to improve efficiency and effectiveness of administrative and program operations.
    • Present options that are viable ways to achieve management goals and satisfy stakeholder requirements.  Independently, or as part of a team, develop long-range strategies for the major program elements. This involves monitoring existing plans, developing mechanisms to project future program developments and needs, keeping abreast of and conducting research relevant to programs, and developing strategies and plans to accomplish long-range goals.
    • Analyze and advise Center Director on options for addressing workforce issues such as planning and placing employees to meet short term and long range employment needs, employee morale, turnover and productivity, and effective human resource utilization.
    • Participate in reviews of position descriptions within the Center to determine if changes to position descriptions are warranted to contribute to organizational efficiency. Assist program officials by drafting new or modified position descriptions and coordinates with service providers through completion. Assure data elements such as sensitivity, financial reporting and bargaining unit status are applied to all positions and that headquarters and service providers are informed of any changes.
    • Communicate with various levels of personnel throughout the Bureau of the Fiscal Service, the Department, other Federal agencies, and in the private sector on job related matters, both orally and in writing. Develop and conduct briefings, Power Point presentations, and meetings on job related subjects.
