This position is located in OLIPA, the Job Developer assesses labor markets as they relate to the employment trends and opportunities for offenders. The Job Developer will engage private and public sector employers to identify employment opportunities at their businesses or agencies that offenders can compete for. The Job Developer will refer appropriate offenders to employers with employment opportunities and advocate for their selection. The Job Developer will identify vocational training providers that offer skill development opportunities that can lead to employment in fields accessible to offenders.
The Job Developer coordinates with the Community Engagement and Achievement Center (CEAC) staff and offenders' Community Supervision Officers to identify and verify the offenders skills and through occupational assessments, validating offenders' training certifications, and assist with the implementation of offender career plans. The Job Developer will advise and assist as appropriate the CEAC staff on the curriculum for soft skills instruction, resume preparation, cover letter preparation, mock interviews and application completion.
A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation, drug testing, and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

BASIC REQUIREMENTS
A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
OR
B. Combination of education and experience----courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course study described in A above.
BASIS OF RATING: Your application will be rated under Category Rating Procedures and be placed in one of three categories: Highly Qualified (highly proficient with an overall comprehensive level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), Well Qualified (competent in the position with an overall accomplished level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), or Qualified (an overall basic level of knowledge, skills and abilities of the job based on a complete review of your experience, education and training). With the exception of positions which are professional and scientific at the GS-09 (or equivalent) and above, qualified preference eligibles with a compensable service-connected disability of 30-percent or more (CPS) and those with a compensable service-connected disability of at least 10-percent but less than 30-percent (CP) move from the category in which they would otherwise be placed to the top of the highest quality category.

You will be rated based on your qualifications for this position as evidenced by the education, experience and training you report relative to this position which shows that you possess the knowledges, skills and abilities required. Paid or unpaid experience will be considered.
Generally, preference is granted to veterans who entered military service prior to October 14, 1976; or served on active duty during the period from August 2, 1990, through January 2, 1992, and who are otherwise eligible; or who served on active duty during the period beginning September 11, 2001, and ending on the last day of Operation Iraqi Freedom; or who have served in a military action for which they received a Campaign Badge or Expeditionary Medal.
