    The Deputy Assistant Secretary of the Army (Management and Budget) serves as the principal advisor to the ASA (CW) on budgetary and program management matters related to the Civil Works program of the Army Corps of Engineers for conservation and development of national water resources and to the Army Corps of Engineers program of support for non-Defense Federal agencies and international activities not in direct support of U.S. forces overseas. The Civil Works budget of the Army Corps of Engineers is one major vehicle through which the ASA (CW) exercises legally mandated supervisory responsibilities over the Army's Civil Works program. The Deputy Assistant Secretary of the Army (Management and Budget) is responsible for assuring that the Assistant Secretary is a full participant in the process of budget development, defense, and execution. Through personal representation and through subordinate staff, the Deputy will be responsible for ensuring that: The budget reflects the strategic vision and long range policy initiatives for the Civil Works program established by the Assistant Secretary; The allocation of budget and related manpower resources is in accordance with policies of the Assistant Secretary; Program execution reflects priorities established during the budgetary process; and Performance measures are in place both to demonstrate the degree to which program outcome objectives have been met and to guide future budgetary decisions.
