Primary Purpose: The incumbent serves as Technical Advisor, GS-0301-15, to the 3-star Deputy Chief of Staff (DCS), Strategic Deterrence &
Nuclear Integration, in the development of future strategy, policy, and capabilities and engagement for the strategic deterrence/assurance and
Countering Weapons of Mass Destruction (CWMD) mission areas.
- Leads assessments, research, and studies on future strategy, policies, and capabilities for nuclear deterrence and assurance, CWMD, and other AF/A10 mission areas, engaging with think tanks, academia, and other entities for assistance in development.
- Serves as the principal advisor to the DCS, Strategic Deterrence and Nuclear Integration and provides leadership to all phases of the organization's work, engaging and resolving nuclear and CWMD issues with officials at the Congressional staff level.
- Develops DCS policies, resolves controversial questions, furnishes guidance and provides recommendations and decisions with influence on nuclear and CWMD policy at Air Force and DoD levels..
- Applies technical expertise performing a broad range of highly complex and controversial qualitative and quantitative analyses of programs and policies which have major impact on the organization's mission.

QualificationsThe position has a Selective Placement Factor (SPF). Applicants who do not meet a Selective Placement Factor are ineligible for further consideration.
SPF: Must possess a strong academic teaching and/or research background that includes extensive experience analyzing future strategic environments and threats to develop nuclear policies, strategies and concepts to enhance stability, deterrence and assurance; as well as experience in an academic environment conducting war games, seminars and analysis on nuclear and Countering Weapons of Mass Destruction (CWMD) issues and missions.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes analyzing projected future strategic environments and threats to develop policy, strategies, and concepts to enhance stability, deterrence, and assurance and Countering Weapons of Mass Destruction (CWMD); leading large, complex projects involving academic, interagency and interdepartmental agencies; conducting wargames, seminars, and analysis on nuclear and CWMD programs; developing, writing, and presenting reports and results on complex/controversial topics to wide range of audience; engaging at senior levels with think tanks, academia, and other influencers to develop future strategy, plans, and capabilities for strategic deterrence and assurance and CWMD; designing, conducting, and facilitating seminars, exercises, and wargames for senior military/civilian officials to examine above issues; leading ad-hoc teams on large, complex projects to meet senior leader objectives; providing expert technical advice to senior leaders on nuclear, and CWMD related issues; engaging and resolving nuclear and CWMD issues with officials at the Congressional and DoD levels.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive experience in academic research analyzing projected future strategic environments and threats, to develop policy and strategies that enhance stability, deterrence, and assurance; and propose concepts, methods, and plans dealing with nuclear operations and CWMD.
2. Demonstrated ability to lead large, multifaceted projects involving academic, interagency, and interdepartmental organizations, including conducting war games, seminars, and analysis on nuclear and CWMD issues and missions.
3. Skills conducting complex enterprise-level assessments and analysis, researching and succinctly presenting analytical insights, results, and conclusions to senior leaders.
4. Proven ability to develop and present reports and results on complex and controversial topics to wide-ranging audiences including academia, Congressional leaders, senior military and civilian officials within DoD.
5. Thorough, current knowledge of DoD organizations, functions, authorities, and lines of command in the nuclear deterrence and CWMD mission areas, which includes the entire spectrum of plans, programs, capabilities and operations.
