The primary purpose of this position is to serve as an attorney-adviser in the Office of the Deputy General Counsel (Installations, Energy & Environment) (SAF/GCN) that is responsible for providing legal services pertaining to installations, energy, and environmental matters in support of the Air Force mission and operations worldwide.Learn more about this agency
- Analyze, evaluate, and provide professional advice and counsel concerning policy and legal authorities governing the acquisition, management, disposal, and conversion of real and personal property
- Negotiate directly with senior officials of other Federal, state, and local agencies on real property issues
- Provide written/oral advice, counsel, opinions, and decisions to the Secretary, Under Secretary, Assistant Secretaries, General Counsel, and members of the Secretariat and Air Staff on all aspects of installation, energy, and environmental matters
- Investigate facts, research legal precedents, and marshal evidence involved in extremely complex legal issues concerning installation, energy, and environmental law matters
- Review correspondence, policies, documents, communications, for legal sufficiency, clarity, and writing errors; draft and review proposed legislation, correspondence, and transactional and legal documents
- Review proposed responses to congressional inquiries; and identify areas requiring improvement or clarification and make recommendations for revisions
Occasional travel - You may be expected to travel for this position.

QualificationsGENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows you are in "active" status.
QUALIFICATIONS REQUIRED: In addition to the General Requirements, the attorney shall have a minimum of five years' professional legal experience commensurate with the duties and responsibilities of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of Professional Conduct for Federal Lawyers and American Bar Association Rules of Professional Responsibility and the rules of the jurisdiction(s) in which incumbent is licensed to practice.
2. Incumbent must be able to analyze extremely complex legal issues, including issues relating to installation, energy, and environmental law.
3. Knowledge of the research methodologies, including computer-assisted technologies, necessary to research applicable Federal, State, interstate, and local laws and regulations concerning issues involving installation, energy, and environmental law.
4. Skill in applying advanced data gathering tools, including, but not limited to, formal interviewing techniques, archived records retrieval and review, information requests under the various Federal and State access laws, and formal discovery, to collect various types of factual information.
5. Superior skills in the areas of oral and written communications and interpersonal relationships.
6. Knowledge of a transactional practice and the administrative and judicial litigation process including significance of the administrative record; federal legislative and inter-agency decision process and computer productivity software, e.g., Microsoft Word, Outlook, Excel, or PowerPoint.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
