As a Health Scientist for the Office of HIV/AIDS Training and Capacity Development (OTCD) you will be responsible for providing technical guidance for the evaluation of HIV/AIDS service programs administered.
Specially, you will:
- Design, analyze and disseminate HIV/AIDS service program data to facilitate program monitoring as well as determine the most effective methods for disseminating findings from aggregate level data collection systems.
- Identify, design and conduct analyses of program data and prepare written and analytical reports.
- Provide expertise on planning, designing and developing materials and documents for dissemination.
- Prepare written materials of a scientific nature such as summaries or reports of study findings, or progress reports on active grants.
- Analyze reports, prepared and data collected by grantees and contractors and prepare reviews of these documents for recommendation.
25% or less - You may be expected to travel up to 25% for this position.

You must have a bachelor's or graduate degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position from an accredited college and/or university. To Qualify at the GS-13 level: In addition to meeting the Basic Education Requirement, your resume must demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service performing the following types of tasks on a regular and recurring basis
- Synthesizing data on public health related issues such as HIV-related health issues
- Providing scientific leadership in formulating, developing, implementing, and evaluating scientific studies or surveys;
- Providing technical advice on the application of advanced statistical analysis, theories, and methodologies; and
- Providing authoritative guidance based on statistical results.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
