Performs routine personnel management functions in assigned areas.
Responds to requests for information.
Performs limited research and analysis of applicable laws, regulations, policy, etc. and prepares summaries and recommendations for action. As assigned, performs designated segments of more complex personnel assignments of higher-graded specialists.
Advises management, employees, and/or the public on personnel related matters.
Provides technical guidance and assistance to management and employees on benefit programs such as Federal Employee Health Benefits, Federal Employees Group Life Insurance, Federal Employees Dental and Vision Insurance Program, Thrift Savings Program, Long Term Care Program, etc. Reviews, interprets, and distributes informative material on new, changed, and pending policy changes for employees that impact on existing benefit program entitlements. Provides counseling to management, employees, and beneficiaries regarding program coverage and options of benefits. Conducts new employee orientations. Assists with the development of technical guidance and in the implementation of benefit program changes.
Provides assistance on the Federal Employees Retirement System (FERS) and Civil Service Retirement System (CSRS). Advise personnel on the Uniformed Services Employment and Reemployment Act. Provides guidance and procedural assistance to management and employees on absences due to military service and return to duty process.
Provides technical assistance in executing the employee relations program. Provides specific advice and guidance to supervisors, managers and employees on a variety of employee relation's matters, to include resolving minor employee problems. Conducts fact-finding investigations, researches pertinent guidance to assist in problem resolution, and responds to inquiries regarding requirements of proposed actions. Advises on non-controversial issues, such as regulatory and procedural authorities relating to performance and performance-ratings, disciplinary problems, employee dissatisfaction, indebtedness, work habits, unexcused absences, and provides guidance on alternatives and possible solutions. Provide assistance and guidance to supervisors and employees on the Workers' Compensation process and the Federal Employee Assistance Program.
May serve in the absence of the higher graded specialist.
Performs other duties as assigned.
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
