This position is located in the Division of Risk Management Supervision, Policy, Risk Management Policy Branch of the Federal Deposit Insurance Corporation in Washington, D.C. Leads policy development, examination support, and other technical assistance on all accounting matters related to the Division of Risk Management Supervision (RMS).
Leads, directs or participates in the most complex assignments involving insured institution supervisory matters related to accounting, auditing, financial and regulatory reporting, securities disclosure, and tax issues. These assignments require significant formal training and substantial experience in the general area of banking and bank-related topics, bank supervision and regulation, accounting, auditing, finance, securities disclosure, regulatory reporting, and taxation.
Participates in the review and development of requirements for insured institution regulatory reporting to the federal banking agencies. Keeps informed of developments in other agencies that determine what financial information insured institutions must report in their regulatory reports. Leads the FDIC’s interpretation of insured institution
regulatory reporting requirements and U.S. generally accepted accounting principles and in the training of examiners and bankers on these requirements and principles.
Directs and participates in broad intra- and interagency studies of the banking industry and of the insured institution regulatory framework, particularly in relation to the work of RMS. Maintains a close working relationship with other Corporation Divisions and Offices.
Participates in the training of insured institution supervisory personnel on a recurring basis or in connection with special assignments of a temporary or permanent nature.
Provides technical support for enforcement actions against insured institutions and institutional-affiliated parties and serves as expert witness for the FDIC and others on insured institution supervision, accounting, auditing, financial and regulatory reporting, securities disclosure, and tax issues.
Provides oversight of accounting work performed by the Division’s Regional Accountants.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Qualification Requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Additional Requirement: In addition to meeting the Basic Qualification Requirements, applicants must have additional specialized experience as defined below:
For at least one year, I have performed at the GS/CG-15 level or above (agency expert), providing analysis of, professional insight into, and policy guidance on complex financial accounting, auditing, regulatory reporting, and taxation issues applicable to financial institutions.
A certified public accountant (CPA) is highly desired.

Salary reflects a pay cap for this position of $273,400.
