As a Supervisory Financial Analyst you will be responsible for the following duties:
- Manages a broad range of services including financial management, budgeting, accounting, statistical analysis, automated reporting, and training activities in support of DTRA's world-wide mission.
- Manages complex financial operations accomplished by team members and senior specialists operating in a matrixed environment.
-Develops and provides guidance on internal management controls to assist staff elements in the management of the full spectrum of Directorate activities
-Reviews and analyzes detailed spend plans to ensure obligation and expenditure of funds are compliant with U.S. laws, regulations, and policies and Agency strategic priorities.
-Tracks execution and recommends action to ensure compliance with Office of the Secretary of Defense (OSD) obligation and expenditure goals.
-Provides guidance on program management plans, and assesses the resource implications associated with annual and long-range strategic plans and supporting priorities, goals and objectives.
-Reviews programs from a wide range of perspectives to include resource adequacy and propriety, tracking and evaluation of program status, and use of performance metrics to identify potential financial management problem areas/trends.
-Coordinates with Agency personnel and exchanges ideas on future programs and/or current problem areas, maintaining awareness of new, proposed or revised budget issues, and effectively and efficiently implements changes.
-Plans work to be accomplished by subordinate supervisors and sets priorities; assigns work based on priorities, difficulty and requirements of assignments, and capabilities of employees
-Evaluates subordinate supervisors and makes selections for subordinate supervisory positions.

CRITICAL ACQUISITION POSITION (CAP): This is an Acquisition, Business, Financial Management Workforce Critical Acquisition Position (CAP) in the Business/ Financial career field. The incumbent is required to become certified, Level III in the applicable career field within 24 months, unless a Position Requirements waiver is approved to extend the 24 months. The incumbent must meet requirements for membership in the DoD Acquisition corps immediately upon assuming the position unless a position requirements waiver is approved. The incumbent is required to sign a written agreement to remain in this CAP for a minimum of 3 years. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year CLP period, with a goal of at least 40 annually
CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.
FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 (FMAB33) Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
