The CAO Office of Finance is seeking a talented and energetic program/budget analyst to join and support our team that is dedicated to planning, formulating, and executing the deliverables associated with the House budget. Applicant will be someone who takes initiative, enjoys finding solutions when presented with challenges, is self-motivated, fosters strong working relationships with key stakeholders, is very detail-oriented, and takes pride in their work. Individual must work well under pressure in a professional environment, cooperatively, while collaborating with others.
The incumbent is responsible for assisting in the management of the annual budget for the House, in compliance with all existing laws and policies. Major duties include but are not limited to planning, formulation and execution of the annual House budget; financial reporting and analysis; financial policy and accountability; customer service and outreach; and other duties as assigned. Position does not have day-to-day supervisory responsibilities.
Primary Duties/Responsibilities:
•Assist with resource management, developing strategies to improve efficiency, business processes and analytical capability for House programs.
•Plan and implement a variety of business intelligence projects providing analysis and delivery of financial data from source systems to stakeholders.
•Gather and document functional/technical requirements, to support development of management solutions.
•Identify and propose solutions to management problems that are of importance to planning program direction.
•Plan, develop, and coordinate activities and initiatives to foster good relationships with stakeholders to ensure efficient, prompt, and proper resolution and corrective action on program/budget recommendations. Periodically provide reports on these activities through briefings, presentations and conferences for executive management.
•Coordinate responses to inquiries from Congress, Leadership, and others, as appropriate, in an effort to strengthen and unify CAO operations and management.
Performs other official duties as assigned.
**To be employed by a House office in a paid position in the continental United States an individual must:
A. Be a U.S. citizen;
B. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B);
C. Be (i) admitted as a refugee under 8 U.S.C. § 1157 or granted asylum under 8 U.S.C. § 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or
D. Owe allegiance to the U.S. (i.e., qualify as a non-citizen U.S. national under federal law).
Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
Prior Federal Government experience preferred. Must have strong analytical skills and ability to work independently; ability to work under pressure and meet critical deadlines; knowledge of computer applications specifically Microsoft Excel and other software programs; able to maintain confidentiality and work as part of a team. Able to work additional hours as required. Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management.
Minimum 2 years of relevant experience.
Bachelor’s degree required.
