This Job Opportunity Announcement (JOA) may be used to fill other Chief Audit Executive, SL-0511-00 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

The Chief Audit Executive reports directly to the Executive Director and the Board and is responsible for providing leadership, counsel, and technical expertise in developing, planning, and managing the internal auditing functions of the FRTIB. The major duties of the position are:
- Develops and maintains strong relationships and communications with the Executive Director and the Board;
- Leads efforts to implement internal audit policies and charter and plans, develops, and executes all aspects of FRTIB's internal audit functions;
- Oversees and directs the internal audit function though the use of a pool of vendors that will be assigned defined internal audit tasks;
- Defines audit objectives and scope, identifies specific activities and timeframes, determines and obtains resources, and directs the planning and conduct of audits;
- Develops standards to ensure the quality and effectiveness of audit initiatives and reviews audit progress to ensure compliance with auditing standards as well as sufficiency and appropriateness of facts and evidence gathered during audits; and
- Develops strategies to improve internal auditing and fraud detection capabilities by incorporating best practices, including use of data analytics tools, techniques, and procedures to assess trends, deficiencies, and areas of potential risk.
Occasional travel - You may be expected to travel for this position.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours) but that does not fully satisfy the 24-semester-hour requirement of above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Specialized Experience: Applicants must have at least one year of full-time specialized experience comparable in scope and responsibility to the next lower level (equivalent to the GS-15) in the federal government. Specialized experience is defined as: Experience overseeing the planning, conduct, and reporting of an Agency's internal audit activities.
Mandatory Technical Qualifications (MTQs): Each of the below MTQs must be addressed in your five page resume. Please provide specific examples that address relevant experience and accomplishments. Examples should detail the level of responsibility, scope and complexity of work performed, and level and purpose of contacts. Failure to meet or address any of the MTQs will eliminate your from further consideration.
- Experience applying knowledge of the concepts, principles, laws, regulations and practices of auditing and risk management to oversee the planning, conduct and reporting of an Agency's internal audit activities.
- Experience in applying multiple methods and approaches for planning, integrating, and coordinating internal audits that supplement traditional internal audit functions.
- Experience influencing, communicating, and managing relationships with internal and external stakeholders to establish and foster an open transparent culture that supports the development of a more resilient organization.
- Experience managing and administering contracts and monitoring contractor performance.
