The incumbent serves as the Manager of the Information Safeguards Division of AXF. The Division Manager is responsible for providing technical and administrative direction and development of FAA policy and safeguards for the Classified National Security Information (CNSI) Program (which includes security oversight of classified information systems and cryptographic [COMSEC] equipment and materials), the National Industrial Security Program (NISP), and the Controlled Unclassified Information (CUI) Program (which includes Sensitive Security Information (SSI) and foreign disclosure/export control requirements). Responsible for leading the division in the implementation of security processes and standards applicable to assigned programs throughout the FAA and providing oversight, technical guidance, and support to ASH field elements, other FAA lines of business, and
external customers. Applies experience and expert technical knowledge to evaluate the effectiveness of
agency-wide FAA internal security policies and practices to ensure they meet the intent and purpose of federal regulations. Reviews published regulatory material and public law for application to assigned security programs and advocates and champions necessary changes. Incorporates revisions to laws, regulations, and government wide policies in the development and updates of FAA security policies, procedures, guidelines, and instructions related to the CNSI, CUI, and NISP. Represents ASH and the FAA on intra-departmental working groups, external working groups, task forces, and select committees related to assigned programs.
Works under the broad program direction of the Deputy Director of the Office of Infrastructure Protection, with delegated authority to independently manage, direct, and oversee the functions and activities of the division. Keeps the Deputy Director informed of overall program status, needed program changes, and unusual or potentially controversial issues. Develops and proposes approaches to address and resolve identified issues.
Exercises the full range of managerial duties including: strategic and business planning; resource allocation; assigning work; coaching, mentoring, monitoring and evaluating performance; recommending and approving personnel actions to include employee recognition awards; and taking corrective or disciplinary actions as appropriate.
Serves as part of the ASH and AXF senior management staff, communicating the organization's and agency's vision and strategic goals and objectives. Applies a comprehensive knowledge of budget, human resources, and other administrative policies, along with technical expertise, to accomplish program objectives. The incumbent has broad discretion to ensure projects and programs align with the business plan and strategic objectives of the Office of Infrastructure Protection as well as the FAA’s Organizational Success Measures.
