As a Program Specialist at the full performance level, the incumbent:
Establishes and maintains a wide variety of files and databases related to cases, contacts with federal and state agencies, outside counsel, and others.
Performs online or database research on assigned projects, including locating information from computerized databases such as LexisNexis or Westlaw and other online sources.
Assists Division staff in preparing materials including briefing books and PowerPoint presentations for conferences, task forces, speeches, and meetings; and pleadings and exhibits for court filings and other litigation matters.
Assists Division staff in implementing asset freezes and document preservation orders, including by electronically serving court orders via e-mail and facsimile, contacting financial institutions and other industry representations, and creating spreadsheets tracking the results.
Proofreads, formats (including creating electronic Tables of Authorities and Tables of Content), and cite-checks various, sometimes complex, documents to ensure procedural, grammatical, and typographical accuracy and conformance to general policy and to local court and Electronic Case Filing (ECF) rules, if applicable.
Maintains status reports regarding matters under investigation and in litigation within the Division, including reports that track staffing and the substantive nature of the matter.
Performs daily administrative program support duties including: assisting with staff timesheets; matter initiation and update reports; scheduling appointments and managing files for the Associate and Assistant Directors; travel and expense reports of Division staff; procuring supplies, equipment, repair and maintenance services, and managing other Division purchases; greeting Division visitors and arranging for their entry to the building; answering the Division telephone line and monitoring the Division voicemail; copying, scanning, and sending documents; and logging transmission of documents containing sensitive personally identifiable information.
Acts as Contracting Officer's Representative (COR) for Division contracts and prepares all necessary documentation, to execute monitor, and maintain the contracts.
Maintains the Division's budget data and records. Identifies financial needs and issues and monitors the financial and acquisition activities within the Division.
Coordinates with the Bureau's Administrative Officer on property, space, furniture and equipment. Provides support to the other divisions as needed.

You can qualify based on education for the GS-09, if you have completed:
• Related master's for equivalent graduation degree
• 2 full years of related, progressively higher level graduate education leading to such a degree, or
• LL.B or J.D., if related. A combination of specialized experience and graduate level education that meets 100% of the qualification requirements described above.
At the GS-11 Level: Applicants must possess one year of specialized experience equivalent to the GS-9 grade level. Specialized experience is defined as: analyzing, evaluating and researching electronic databases to provide reports and documents to attorneys on legal matters; providing support for program planning and analysis activities; using integrated reporting systems; evaluating program efficiency and effectiveness; interpreting the impact of regulations and policies on administrative programs; reviewing information and developing analytical reports with recommendations; utilizing project management.
You can qualify based on education for the GS-11, if you have completed:
• Ph.D. or equivalent doctoral degree, or
• 3 full years of progressively higher level graduate education leading to such a degree, or
• LL.M., if related. A combination of specialized experience and graduate level education that meets 100% of the qualification requirements described above.
