The Deputy Assistant Secretary, Security and Counterintelligence (DAS Security & CI) reports to the Assistant Secretary, Office of Intelligence and Analysis and the incumbent’s authorities are derived from that position. The incumbent serves as the Department's senior security official, Cognizant Security Authority, Senior Official for Treasury's Insider Threat Program, Senior Agency Official for Information Security [per Executive Order (EO) 13526], and principal security and counterintelligence advisor to the Secretary, Deputy Secretary, and all Treasury offices and bureaus.
Under the general direction of the Assistant Secretary, initiates and oversees the formulation and implementation of programs, plans, and policies which impact Treasury's security and CI activities and interests. The DAS for Security & CI establishes and implements comprehensive Departmental security and CI standards and policies based on EOs, ICDs, Intelligence Community Standards, and other applicable security policies and regulations.
Develops and maintains a robust, full-time security and CI education and awareness training program for all Departmental employees. This program addresses all aspects of day-to-day security and CI operations so that all levels of employees are familiar with their security and CI responsibilities.
Under the general direction of the Assistant Secretary, conducts regular assessments of each security and CI program for compliance with established policies and procedures, and ensures these policies and procedures are properly updated and documented. The assessment also includes the review of organizational structure and implementation of any process or system changes needed to maintain a high level of program effectiveness. In this capacity, the DAS for Security & CI often advises the Under Secretary for TFI and the Assistant Secretary for OIA on the security and/or CI aspects of major policy programs, with particular emphasis on timing and probable reaction. The incumbent ensures any incident involving the possible loss, compromise, or mishandling of classified information is promptly investigated and actions are taken to prevent similar incidents in the future.
Oversees any special programs, working groups, or ad hoc projects involving security and/or CI activities as needed, and serves as the Departmental representative for security issues to the White House, NSC, DHS, FBI, and other Federal, state, and local agencies, as required.
Provides leadership for and manages a widely diverse team of security and CI professionals with skills and expertise across all the security and CI disciplines in support of strong Departmental security and CI programs encompassing policy, training, implementation, and compliance.
Responsible for all security aspects of Treasury's Sensitive Compartmented Information (SCI) and intelligence programs, and ensures the security infrastructure necessary to protect Treasury's intelligence functions and operations.
Responsible for Treasury-wide security policy and security operations within Treasury's Departmental Offices (DO), to include the administration of personnel, industrial, information, and physical security programs related to the protection of classified information.
Responsible for Treasury's CI program, which includes the Treasury Insider Threat Program, designed to deter, detect, and neutralize insider threats and Foreign Intelligence Entity (FIE) activities directed against Treasury's personnel, operations, information, and resources. The DAS for Security & CI is the Senior Official for establishing and managing the Treasury Insider Threat Program in accordance with the authorities set out in Treasury Order 105-20.

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) separately. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. MTQ 1- Demonstrated experience and expert knowledge developing, implementing, managing, evaluating, and formulating a strategic vision for a security operations program within a Department or major organization, with oversight planning responsibilities for a variety of security programs, such as counterintelligence and information security.
MTQ 2- Demonstrated experience and expert knowledge in managing a counterintelligence and insider threat program for a Federal Department or Bureau.
MTQ 3- Demonstrated experience and expert knowledge in analyzing potential problems or deviations from security standards, and coordinating development of security plans that meet the intent of applicable national-level and Treasury-wide guidance, and the endorsement (as appropriate) of other, Federal Departments, Bureaus, or equivalent organizations.
MTQ 4- Demonstrated communication, interpersonal and diplomacy skills necessary to maintain effective channels of communication at all levels of an organization, as well as with stakeholders external to the agency.
