Identifies economic issues related to selected cross-cutting trade issues affecting the goods and services industries covered by the Office, including but not limited to investment, labor, environment, government procurement, standards, state-owned enterprises, small- and medium-sized enterprises, dispute settlement, customs and trade facilitation, and regulatory practices and coherence; developing economic research of great importance, significance, and difficulty related to these trade issues; and furnishing economic advice and counsel on important agency research projects that support the Commission's strategic plan and mission.
Contributes to the Office of Industries collaborative efforts to identify and explore the most fruitful areas of research in relation to the Commission's Strategic Plan, mission, and vision in the context of non-tariff measures, industry competitiveness, and trade related issues. Assumes full responsibility for formulating and carrying out research assignments to include responsibility for development of new knowledge, interpretation and application of findings, particularly related to the cross-cutting trade issues listed above.
Provides direction in analyzing and drafting, or assisting in drafting, responses regarding economic and trade policy questions related to bilateral and multilateral trade agreements or other matters of interest to policymakers or the Commission.
Develops and plans a research program that may include assessments of the economic impact of trade, liberalization of tariffs, regulations, and other complex non-tariff measures affecting the selected cross-cutting trade issues listed above. Serves as project leader, reviewer and/or contributor to statutory studies or Commission projects, as requested.
Coordinates and leads the analysis and interpretation of economic and industry data using sophisticated means of economic and statistical analysis, contributes to the economic analysis of projects and investigations, and devises strategies to develop and present such analysis as needed. Mentors and coaches other employees in quantitative and qualitative problem solving; recommends appropriate technical approaches; monitors work-in-progress; and reviews completed work from all areas of responsibility in the Office of Industries to ensure compliance with expected quality and methods, as requested.

Basic Education requirement for all applicants:
A. Degree: Economics, that includes at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus.
OR
B. Combination of education and experience: Courses equivalent to a major in economics or agricultural economics, as shown in A above, plus appropriate experience or additional education.
