This solicitation is being used to recruit qualified individuals under the Direct Hire Authority for Science & Technology Reinvention Laboratories (STRL).
Section 1108 of the NDAA for FY 2009 allows Civilian Human Resources Operations Centers to appoint qualified candidates possessing an Advanced Degree to Scientific & Engineering positions provided the field of study directly relates to the duties of the position being filled.
This solicitation is for the position of Director, Navy Center for Applied Research in Artificial Intelligence (NCARAI). The NCARAI conducts basic and applied research in artificial intelligence (AI), and serves as the Navy's primary source of in-house expertise for developing, demonstration, disseminating, and consulting about AI-based technology. The type of topics researched in NCARAI include: integrated cognitive systems; human machine intelligence systems; adaptive systems, and; distributed autonomous systems. This position is responsible for Scientific Planning and Leadership, Consultation and Research and General Administration of these research programs and the Center as a whole. This position requires an extensive background in artificial intelligence, computer science and the ability to administer complex scientific programs.
The Office of Personnel Management requires you meet AT LEAST ONE of the following Basic Educational Requirements to be eligible for entry into this position:
Social Science-0101: Bachelors (or more advanced) Degree: in cognitive science, computational linguistics or research psychology; OR, a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field of cognitive science, computational linguistics or research psychology; OR, four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
General Physical Science-1301: Bachelors (or more advanced) Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR, a combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Mathematics-1520: Bachelors (or more advanced) Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics; OR, a combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. NOTE: the total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
Computer Science-1550: Bachelors (or more advanced) Degree in computer science; OR, bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
NOTE: Management will accept applications only from applicants possessing an Advanced Degree.
