    The Deputy Regional Administrator (DRA) assists the Regional Administrator in providing executive leadership of the Regional Office and ensures all programs and activities of the Office are effectively coordinated within the Regional Office and external partners to achieve established outcomes.  Incumbent oversees the implementation and administration of FEMA policies and programs in support of Agency and Administration goals and objectives, and ensures partner agencies and organizations are properly supported to achieve mutual goals and objectives.  Incumbent conducts strategic planning and program analysis and evaluation, ensures effective coordination, and creates a collaborative environment.  In close coordination with the Regional Administrator, the incumbent oversees the proper execution of all FEMA programs within the Region based on law, regulation, Agency policy and guidance from FEMA Headquarters components and serves as the alternate to the Regional Administrator as the Regional point of contact to appropriate members of Congress, State Governors, Federal, State and local officials and tribal governments on matters concerning FEMA's policies, programs and operations.  The DRA along with the Regional Administrator provides senior level input on proposed agency-wide strategy and policies, especially as those strategies and policies will affect field operations.  Specific programs administered by the DRA in close coordination with the Regional Administrator include:

    • Regional comprehensive all hazards emergency preparedness programs.
    • Disaster preparedness, response and recovery activities and disaster assistance in accordance with the provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (the Stafford Act), when an emergency or a major disaster is requested by a Governor or Tribal Leader, including damage assessment, recovery and mitigation assistance when declared by the President, and overall coordination of Federal, State, local, tribal, private and volunteer response efforts.
    • State, tribal and local hazard mitigation planning requirements of Section 322 of the Stafford Act for disaster assistance program eligibility.
    • Regional Floodplain Management and Hazard Mitigation Programs, in accordance with the National Flood Insurance Act of 1968, as amended; Hazard Mitigation teams under the Interagency Agreement; Floodplain Management and Protection of Wetlands under EO 11988 and 11990, respectively, and Hazard Mitigation under Section 404 of the Stafford Act.
    • The National Flood Insurance Program (NFIP) that encourages State and local participation in the NFIP, in accordance with the national Flood Insurance Act of 1968, as amended.
    • Ensures compliance with the environmental, cultural, and historic preservation laws, regulations, and related requirements (e.g., Clean Air Act, Coastal Barrier Resources Act, Coastal Zone Management Act, Endangered Species Act of 1973, Federal Water Pollution Control Act, National Environmental Policy Act, National Historic Preservation Act of 1966, Executive Order 11988, Executive Order 11990, and Executive Order 12898); and review Regional Environmental Assessments (EAs) and issue findings of no significant impacts (FONSIs) as required by the National Environmental Policy Act.
    • Regional Radiological Emergency Preparedness programs that provide assistance to States in the development and exercise of emergency response plans for radiological incidents at commercial nuclear power plants, and for transportation accidents involving radioactive materials.

    EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
