This is a developmental position. At the GS-11, the incumbent performs the following duties:

Experience
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service. Specialized Experience is defined as using a Federal contract writing system such as Prism (or similar), reviewing and analyzing system functionalities to ensure compliance with Federal requirements, and knowledge of programming languages such as CSS, HTML, JavaScript, SQL, and Visual Basic.

Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
