    Summary

    The FRTIB is looking for a highly qualified and motivated individual to serve as an Information Technology Specialist (APPSW).

    This Job Opportunity Announcement (JOA) may be used to fill other Information Technology Specialist (APPSW), GS-2210-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

    Responsibilities

    The major duties of the position are:

    • - Performs advanced market research, develops cost estimates, and performs cost/benefit analyses for new COTS applications, new technologies for custom applications, and modifications to applications.
    • - Collaborates with program and project staff to identify, develop, and document requirements, designs, priorities and deadlines, project plans, and reporting activities.
    • - Utilizes appropriate project management best practices, techniques, devices, and procedures. Follows and promotes the Project Management Institute's project management principles and guidelines.
    • - Provides direct contractor oversight of configuration management activities. Develops contractor performance metrics and monitors and reports on measures.
    • - Keeps the branch chief and other senior agency officials and staff informed of the status of projects and assignments.
    • - Assists customers in defining scope, including developing, coordinating and reviewing requirements documents and scopes of work.
    • - Elicits requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis.
    • - Develops IT requirements based on business office statements of objectives and needs.
    • - Provides authoritative advice and consultation to the computing community throughout the agency on a wide range of customer support matters including specific responsibility for defining the community's short and long range requirements and the systems and services needed to meet those requirements.
    • - Develops and documents software policies and procedures for software development lifecycle, configuration management, validation and verification, IT risk assessments and mitigation plans, and software business continuity.
