As legal counsel to the House, the candidate represents the employing authorities of the House in employment and labor law matters. Provides management, oversight, and supervision of personnel and the operations of the Office of House Employment Counsel. 1) Provides legal advice to employing authorities of the House on all matters related to employment and labor law issues arising under the Congressional Accountability Act (CAA).
2) Exercises direct supervision over various administrative matters for the Office of House Employment Counsel including personnel and office operations.
3) Performs legal review of all pertinent documents and correspondence, prepares appropriate legal responses, and makes timely court/legal appearances pertaining to client litigation needs.
4) Develops and delivers informative and instructive client training on employment and labor law topics.
5) Coordinates with the Immediate Office of the Clerk on the development of the annual operating budget and expenditures for the Office of House Employment Counsel.
6) Accepts performance-based criticism and direction; meets attendance requirements as established by the office; works a flexible schedule including long hours, nights, and weekends when necessary; and travels occasionally.
7) Responds to the Clerk’s Immediate Office and performs any other official duties as assigned.
Continued employment is contingent upon satisfactorily completing a criminal history records check. Employment with the U.S. House of Representatives is at-will. EOE.
Extensive knowledge of federal employment and labor laws. Must have proven legal research abilities and strong written and oral communication skills. Minimum of ten years litigation experience, including extensive courtroom, trial, or administrative hearing experience as first chair. Experience developing and delivering training. Knowledge of management theories and practices as well as supervisory experience. Ability to provide the necessary leadership and structure to manage attorneys and administrative staff. Knowledge of office policies, practices, and procedures, in addition to current laws, House rules, and other requirements relating to the Office of the Clerk. Ability to work effectively under pressure. Must have a law degree and be a member in good standing of the bar of the highest court of any state.
