Serves as Chief of the Fire Protection Group within the Emergency Services Division, and as the NIST's Fire Chief. As such, plans, manages, and evaluates a comprehensive fire prevention and protection program, including fire fighting operations, emergency medical response and treatment, hazardous material responses, and emergency communications.
Administers the overall fire prevention program for the NIST installation, including fire prevention inspections and development of methods and regulatory controls for correction, control, and elimination of conditions giving rise to fire. Develops and implements fire prevention or protection plans. Oversees the performance of large, complex fire protection and prevention surveys of laboratories, shops, and offices throughout NIST for the purpose of identifying potential fire risks in a broad complex variety of work environments and occupations. Ensures the review of existing fire protection systems and life safety features for the purpose of determining their effectiveness during a fire. Directs the development and presentation of fire prevention training programs and outreach activities, with a view toward maintaining a high level of fire safety consciousness and fire prevention practices and to foster cooperation in implementing fire prevention and fire safety initiatives.
Provides leadership in firefighting/Hazmat and Medical response activities, as well as directing initial response capabilities in these areas on the NIST campus. Oversees the operation of the Fire Protection Group's apparatus and other equipment and the development of emergency response plans to maintain a state of preparedness to respond to all emergencies through drills and performance tests. Ensures the development of improved techniques for mitigating consequences of emergencies. Advises on improvements to structures for better fire/hazmat/medical prevention or protection. Manages firefighting operations, emergency medical responses, and hazardous material responses to control and contain hazardous situations at the scene of incidents. Directs actions for all members of the workforce and any fire fighters dispatched from local jurisdictions to assist with situations. Develops and implements fire department policies, procedures, performance standards and goals.
Provides oversight and direction to the staff in emergencies involving chemical, biological, radiological, and environmental hazards as well as in basic emergency response technologies. Keeps abreast of state-of-the-art technologies to develop, conduct and direct training exercises and emergency response drills. Monitors the assessment of environmental conditions in research and clinical areas that may pose a health risk to employees prior to and after cleanup of a release of hazardous materials. This includes the physical measurement of contaminants.
Serves as liaison with local and/or county fire departments, to include the Montgomery County Fire Department (MCFD), maintaining a mutual aid agreement with MCFD. Coordinate with the NIST Safety Office, as appropriate.
Develops and assigns goals and objectives to supervisors of subordinate organizational units. Through subordinate supervisors, assigns, directs, and evaluates the work of subordinate organizational elements. Delegates authority to subordinate supervisors and holds them accountable for the performance of their organizational element. Establishes workload priorities and initiates assignments based on the difficulty, complexity, type of work and employee capabilities. Reviews accomplished work, evaluates subordinate supervisors' performance, and reviews performance evaluations made by subordinate supervisors. Identifies and fulfills the training needs of subordinates. Provides advice, counsel and instruction on technical and administrative matters. Hears and resolves employee complaints and implements disciplinary actions where necessary. Interviews candidates for vacant positions and makes selections, considering all criteria. Approves within-grade increases, leave and overtime, promotions, awards, and reassignments.

ZA-III: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST). Specialized experience is defined as experience in monitoring, coordinating, and leading work assignments related to fire protection and emergency response.
ZA-IV: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST). Specialized experience is defined as experience in planning, organizing, and directing work of a Fire Protection / Emergency Response program.
