The incumbent provides leadership in economic research related to prices and living conditions programs of the Bureau and serves as the Senior Economic advisor for the Division of Price and Index Number Research (DPINR), providing advisory and administrative direction to junior and senior professional staff throughout the office. The incumbent works closely with program managers for the Consumer Expenditure Survey, Consumer Price Index, Producer Price Index, and Import and Export Price Indexes to develop and maintain research agendas.
Serves as a principal advisor to the Office of Prices and Living Conditions Executive Management Team, the Associate Commissioner for Prices and Living Conditions, and the Commissioner on all applications of research and development activities for all prices and living conditions programs.
Oversees and participates in major research projects on important and difficult economic problems of relevance to the Bureau. This research would generally involve complex theoretical and empirical issues and require innovative and original efforts at the highest level of sophistication.
Anticipates the need for additional knowledge in specific areas of economics and identities. Conducts and directs research that will overcome deficiencies, often through investigation and experimentation into unexplored areas.
Provides advice and expertise to Bureau senior management, as well as, officials of other agencies, research foundations, universities and other groups, on such matters as; the appropriateness of price and spending measurement concepts and behavioral models to particular economic problems, relevant research that should be undertaken, and the interpretation of research findings made in this area.

In addition to the basic education requirement listed applicants must meet the specialized experience requirement. Specialized experience is defined as: Senior level experience planning and/or directing research and program development activities aimed at improving existing price and consumer expenditures such as the Consumer Price Index, Producer Price Index, Import and Export Price Indexes, and the Consume Expenditures Survey.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements. The MTQs are:
1. Knowledge of and experience in the application of theories and concepts of economics, econometrics, statistics, and economic research methodology, including the ability to understand the nature of unsolved problems and the likelihood of solving them.
2. Ability to initiate, plan, and guide research projects, effectively communicate results of the projects, and to make fundamental contributions to problems in frontier areas of economic research related to price theory and measurement and/or consumer expenditures.
3. Demonstrated ability to initiate, direct, and successfully conclude theoretical and quantitative research on exceedingly difficult topics about which little is known.
Applicants must have one of the following:
A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus;
OR
B. Combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Examples of qualifying experience include (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
