The Office of Response and Restoration (ORR), National Ocean Service (NOS), is responsible for preventing and mitigating risks to ocean and coastal habitats and resources from oil and hazardous material releases and persistent marine debris. The ORR has been delegated responsibilities ascribed to the Secretary of Commerce under the Clean Water Act (CWA), the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA/ 'Superfund') and the Oil Pollution Act (OPA) of 1990, and implementing Executive Orders and regulations. The ORR Emergency Response Program is the focal point within NOAA for responding to oil and hazardous materials releases providing the primary scientific support to the lead cleanup organizational entity (viz. "the Unified Command") for spills occurring in the U.S. coastal and navigable waters. The ORR provides response tools, training, and conducts research to improve the Nation's capabilities to respond more effective to spill events. As a primary federal trustee the ORR Damage Assessment and Restoration Program is responsible for protecting coastal and marine resources, mitigating threats, reducing harm, assessing damage and restoring ecological function under the CWA, CERCLA and devoted to prevention, education, research and the mitigation of the hazards of persistent marine debris. The ORR Disaster Preparedness Program includes NOAA's Disaster Response Center and is designed to provide disaster response and recovery training, exercises, lessons learned, and resources within NOAA and emergency response partners across the nation. The ORR Marine Debris Program leads federal efforts for the prevention, education, research, and mitigation of persistent marine debris.
The essential duty elements of this position are:
1. Plans and manages the efforts of the ORR and applies effective management techniques to develop and implement both long ‑ and short‑range plans to meet agency objectives and user requirements in accordance with policy guidelines and program priorities as set by the ORR. The incumbent must develop techniques for planning, organizing, and directing, and provide guidance to subordinates in order to meet agency objectives.
2. Develops budget and personnel requirements for the ORR and formulates, under the direction of the NOS Director, policy guidelines for the NOAA program activities related to the ORR activities; and is responsible for internal reprogramming of manpower and resources, when required to accomplish the mission of the ORR.
3. Assigns employees and work to Divisions within the ORR; issues instructions for undertaking work, both verbally and in writing; develops methods to motivate and guide subordinates in making decisions in accordance with the plans and within the organizational design and policy constraints of the ORR; establishes techniques to measure actual performance against expected plans and redirects, as necessary, to attain the pre‑established objectives; establishes and documents new and existing procedures to carry out the technical work of the ORR; and identifies elements of work for performance for outside scientific and technical contracts.
4. Provides technical and management direction to the ORR and directs the development of methods for evaluating and improving response and assessment techniques to be used in hazardous materials incidents.
5. Oversees and manages research and development for the improvement of hazardous materials response, assessment and mitigation techniques in order to improve existing capabilities in this field and thus limit environmental damage from these HAZMAT incidents. The incumbent provides recommendations and advice to the Assistant Administrator (AA) of the National Ocean Service (NOS) in this area.
6. Has technical responsibility for the work performed with the ORR, even though this work is carried out by others; uses individual judgment in determining where to seek advice and assistance. Assistance may be sought from the AA of NOS, the AA's staff, ORR personnel, other NOS and NOAA components, other Federal agencies, universities, and private industry.
7. Organizes and oversees the liaison among the ORR and other offices of NOS, and NOAA, as well as other Federal agencies, universities, private industry, and state and local governments. Provides NOAA‑wide coordination and leadership and represents NOAA in inter agency and international bodies as appropriate.
8. Prepares correspondence, technical reports, articles, and revises technical manuals pertaining to ORR activities.
9. Interprets and applies policies and regulations issued by the AA of NOS or higher authority.
10. Provides testimony as an expert witness on hazardous materials response and Superfund site assessment issues for cases in litigation before Federal, state, and local courts.
As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.
To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. SES Executive Core Qualifications (ECQs):

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Core Qualifications (PTQs):
PTQ 1 - Demonstrated professional experience to effectively manage incident response programs relevant to preparedness for and response to environmental hazards caused by the release of oil, hazardous materials spill response and assessment, chemicals, and marine debris in the nation's ocean and coastal waters.
PTQ 2 - Demonstrated ability to develop, execute, highly complex programs with particular emphasis on oceanography, coastal and marine ecosystems, hazardous materials, disaster preparedness, public health, economics, or related disciplines, where major portions of funding are available through agreements with outside agencies and responsible private parties.
PTQ 3 - Demonstrated ability to develop nationwide application of the results of local and regional studies using automated data processing techniques and system analysis approaches for information management and dissemination; and ability to review critically complex regulations, legislation, and related documents with respect to their scientific, technical, and/or policy implications.

BASIC REQUIREMENTS
A. A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. A combination of education and experience (education equivalent to one of the majors mentioned) that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Background Investigation: This position is designated as Top Secret and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.
