As an Attorney-Advisor, the major duties of this position include, but are not limited to, the following:
Provides legal advice and counsel on a wide range of legal topics including environmental law, personal and real property law, employment and labor law, federal fiscal law, government contracts, intellectual property law, ethics, privacy, records management and disposition, legislation, and the Freedom of Information Act.
Provides legal advice and counsel on statutory and regulatory compliance matters in fields including, but not limited to telecommunications, information technology, and cyber security.
Performs a variety of legal duties relative to difficult legal issues that are often factually complex or of such a novel nature that no clear precedents apply or it is arguable which precedents apply.
Works independently in investigating the facts, searching legal precedents, defining the legal and factual issues, drafting the necessary legal documents, and developing conclusions and recommendations.
Provides advice through oral and written opinions.
Liases with attorneys in the U.S. Department of Commerce’s Office of General Counsel with ethics and federal procurement issues, and assists attorneys at the U.S. Department of Commerce’s Office of General Counsel and the U.S. Department of Justice in litigation, to include the preparation of pleadings and briefs for federal, state, or administrative tribunals.
Participates in pre-hearing conferences and prepares documents related to the relevant facts and laws at issue.
Participates in administrative hearings and provides legal representation before the U.S. Government Accountability Office and the U.S. Department of Commerce’s Office of Inspector General.
Participates in in interagency groups, inter-office groups, and task forces. The incumbent will have contact with senior personnel both within and outside the agency relative to legal issues.

Education:
Applicants must possess a professional law degree (LLB or JD) from an ABA-accredited school.

Professional Attorney Experience:

Specialized Experience:
You must have one year of specialized experience equivalent to the GS-12 or equivalent band in the Federal service.
