This position is located in the Department of Commerce, Office of Textiles and Apparel in the Office of the Deputy Assistant Secretary for Textiles, Consumer Goods and Materials, International Trade Administration (ITA). The incumbent will serve as the International Economist for the Deputy Assistant Secretary for Textiles, Consumer Goods, and Materials (TCGM) within the ITA. Responsibilities will include:
- Research and economic analysis of trade and current trends and future conditions in the domestic fiber, textile, apparel, footwear, and travel goods industries and markets;
- Serve as back-up for the senior industry economist on the monthly publication of trade data;
- Update data bases for economic models;
- Design tables and charts to illustrate analysis;
- Applies statistical analysis to data; and
- Prepares preliminary reports.
This Job Opportunity Announcement may be used to fill other International Economist, GS-0110-09/11/12 with full promotion potential to GS-13, positions within ITA in the same geographical location with the same qualifications and experience.

Individual Occupational Requirements
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience
Examples of qualifying experience include:
- individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
- supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
- teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
- economic statistics;
- industrial surveys;
- management of individual business enterprises, including farms;
- industrial planning;
- writing or editorial work in economic subjects; and
- financial market analysis.
NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.
In addition to meeting the Individual Occupational Requirements, applicants must also have one year of specialized experience at the next lower grade level.
GS-09: Applicant must possess one year of specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-07 or equivalent pay band). Specialized experience is defined as: experience conducting detailed study planning; collection and compilation of data from primary and secondary sources; preparation of preliminary reports; and use of computer applications in economic research.
Education: 2 full academic years of progressively higher level graduate or a master’s or equivalent graduate degree or LL.B. or J.D.
Combination of Education and Experience: Possess a combination of education and experience which is qualifying to meet total qualification requirements for the GS-09 grade level. The total percentages must equal at least 100 percent to qualify. For GS-09 level positions, only graduate education in excess of 18 semester hours is creditable toward meeting the specialized experience requirement. (TRANSCRIPTS REQUIRED)
GS-11: Applicant must possess one year of specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-09 or equivalent pay band). Specialized experience is defined as: experience conducting literature searches and preparing preliminary write-ups of findings; locating and collecting relevant data to analyze a problem and applying analysis to data; and presenting results using tables and charts to illustrate analyses.
Education: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
Combination of Education and Experience: Possess a combination of education and experience which is qualifying to meet total qualification requirements for the GS-11 grade level. The total percentages must equal at least 100 percent to qualify. For GS-11 level positions, only graduate education in excess of 36 semester hours is creditable toward meeting the specialized experience requirement. (TRANSCRIPTS REQUIRED)
GS-12: Applicant must possess one year of specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-11 or equivalent pay band). Specialized experience is defined as: experience assisting in the development of policies and programs; planning and carrying out projects for collecting detailed economic data; preparing reports; creating and maintaining databases; and monitoring and evaluating economic issues for impact on agency programs and policies.
EDUCATION, OR A COMBINATION OF EDUCATION AND EXPERIENCE, MAY BE SUBSTITUTED FOR EXPERIENCE AT THE GS-9 and GS-11 LEVEL ONLY.
