The Federal Energy Regulatory Commission (FERC) is looking for an experienced senior level executive to provide leadership as the Deputy Director for the Office of Energy Policy and Innovation. In this role, you will oversee the development and implementation of energy policy affecting the wholesale and interstate energy markets under the Commission's jurisdiction. As Deputy Director, you will be responsible for fulfilling the goals of the Commission's strategic plan by identifying and building consensus on issues affecting the functioning of the FERC-jurisdictional markets. You will work to ensure non-discriminatory access in FERC-jurisdictional rules and tariffs for new technologies and just and reasonable rates for customers. You will work directly with the energy industry, state regulators, and other market participants to: enhance the nation's energy infrastructure; remove barriers that inhibit participation of all technologies in FERC-jurisdictional markets; and ensure the Commission fulfills its statutory requirements. You will create a work environment conducive to managing a diverse, highly-skilled, professional staff in the development of innovative policy recommendations for Commission consideration.
Major Duties:
As the Deputy Director, Office of Energy Policy and Innovation, you will provide vision and leadership in the development and execution of overall policies, programs and issues associated with the Commission’s jurisdiction over the development and implementation of emerging issues and technologies and their impact on the grid as they affect the wholesale and interstate energy markets.
--Initiates and leads the evaluation and analysis of existing energy policies and regulations and develops new policies and regulations to address current and emerging energy issues. Efforts result in recommendations to the Commission which may lead to development of policy statements, rulemakings, or other orders. Scope of jurisdictional matters include those arising under Part II of the Federal Power Act, the Public Utility Regulatory Policies Act, the Public Utility Holding Company Act, the Pacific Northwest Power Planning and Conservation Act, the Natural Gas Act, the Natural Gas Policy Act, the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007.
--Participates in the Office's interactions with Congress by: overseeing the substantive development and completion of Congressionally-mandated reports such as those required under the Energy Policy Act of 2005; contributing to the analysis of proposed legislation; composing Congressional testimony; and representing the Commission in Congressional committee meetings and in meetings with other agencies and affected interest groups the purpose of explaining the Commission's policies and decisions.
--Promotes communication and coordination among all Commission offices on matters before the Commission.
--Mentors office staff by: providing regular office-wide meetings to discuss emerging issues and one-on-one "how to" training; and identifying and arranging basic engineering, ratemaking, writing, and economic training.
--Ensures the timely completion of all administrative and business requirements, including the business plan, strategic plan, contract requirements, computer and other IT needs.
FERC has a certified SES Performance Appraisal System. The salary range for each SES position is determined by the level of responsibility and duties of the incumbent.

3. Demonstrated expert knowledge of: the intricacies of transmission planning; scheduling and operational practices of interstate electric and natural gas transmission; and, wholesale energy, capacity and ancillary services markets.
4. Demonstrated ability to concisely frame legal and policy, and/or economic or technical arguments, in a coherent, logical, and legally-supportable manner.
