Reclamation is seeking career professionals looking for an opportunity to serve as an accountant performing various duties that include OMB A-123 Internal Control reviews, Bureau wide travel/fleet/purchase card program coordination and financial policy compliance audits. This is a fast paced, new position and brings much opportunity for creativity and innovation.
Positions responsible for ensuring that Reclamation financial reporting is compliant with generally accepted accounting standards and other accounting guidance as promulgated by Federal Accounting Standards Board (FASAB), Government Accounting Office (GAO), OMB A-123, Appropriation Law, Office of Management and Budget (OMB) Bulletins and Circulars, Treasury guidance, and other regulatory guidance.
Major duties to ensure compliance with this guidance include the following:

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

GS-12: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal Government. Experience performing OMB A-123 internal control reviews, financial compliance audits, CFO Audit liaison responsibilities or other audit experience or experience in financial reporting; experience in writing or reviewing reports such as Findings and Recommendations (NFR), corrective action plans (CAP) or decisions that support the Bureau’s position on internal and external audits and inquiries from Bureau/Departmental financial communities; experience or training in tracking and or creating metrics or spreadsheets using Excel and other reporting tools for audit or financial reporting; and experience collaborating with, making presentations to, and interacting with various levels of Management or internal and external auditors.
GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in the Federal Government. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may also qualify on the basis of education as follows:
GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree which is directly related to the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable).
