WHAT DOES A HUMAN RESOURCES SPECIALIST DO? A Human Resource Specialist performs work that involves strategic recruitment and the advisement of management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organizations mission.

GS-5 LEVEL: You must have 3 years of general experience, 1 year of general experience at a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. General experience for this position includes: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing; OR 4 year course of study leading to a Bachelor's Degree at an accredited college or university in any related field of study of the position being hired OR You may qualify by a combination of experience and education.
GS-07 Level: You must have one 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: entry-level human resources assignments and communicating factual and procedural HR information clearly, verbally and in writing. OR You may substitute education for specialized experience as follows: 1 academic year of graduate education in a field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Superior Academic Achievement may be met by having a Bachelors degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR You may qualify by a combination of experience and education.
GS-09 Level: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: performing highly structured, entry-level work designed to develop broader and more in-depth assignments used within HR functions; communicating factual and procedural HR information clearly, orally and in writing; and gathering and analyzing basic facts and drawing conclusions regarding HR processes. OR You may substitute education for specialized experience as follows: A master’s or equivalent graduate degree in a field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR 2 full years of progressively higher level graduate education leading to a graduate degree in a field of study such as: human resources, organizational psychology, public administration or other administrative and management fields. OR LL.B or JD if related. OR You may qualify by a combination of experience and education.
GS-11 Level: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: applying a wide range of methods, principles, and practices commonly used within HR functions; Examples of creditable work experience include: advising management officials on various HR processes; advising on the procedural and regulatory requirements governing HR functions and or processes OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study such as: human resources, organizational psychology, public administration or other administrative and management fields. OR 3 full years of progressively higher level graduate education leading to a graduate degree in a field of study such as: human resources, organizational psychology, public administration or other administrative and management fields. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR LL.M., if related OR You may qualify by a combination of experience and education.

GS-12 Level: You must have one 1 year of specialized experience at the level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: applying a wide range of HR concepts, methods, principles and practices used in HR functions/processes. Examples of creditable work experience include: the identification of HR needs, conducting a variety of analysis and using the results to make recommendations and support actions; advising management officials on HR sources and strategies while adhering to Federal personnel regulations, agency policies and directives, and contractual provisions governing the HR functions/processes. Assisting and developing other HR personnel.
- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-time work is considered on a prorated basis.

CURRENT AND FORMER FEDERAL EMPLOYEES Documentation Relating to Your Federal Employment
Submit a copy of your SF-50, Notification of Personnel Action, which shows your current (or most recent) grade and competitive service status. (The position occupied block on the SF-50 should show a 1 and your tenure block should show a 1 or 2.)
