    Summary

    This position is located in the National Telecommunications and Information Administration (NTIA), Office of Spectrum Management (OSM).  The NTIA/OSM manages the electromagnetic spectrum for the federal government in the United States and its territories.  This position is to lead the efforts to ensure the successful development, modernization, and maintenance of NTIA/OSM’s Spectrum National Security Systems.

    Responsibilities

    • Serves as a senior advisor in the development and implementation of OSM automated spectrum management tools, products, and capabilities; and a senior expert in program management for IT implementation. Provides oversight and leadership in the execution of broad and complex technology initiatives to effectively service the Federal spectrum management business requirements.
    • Serves as the Program Manager for the entire portfolio of OSM Spectrum Management IT solutions to include the Frequency Authorization Management Program. Establishes program goals, objectives, and priorities; then works with the OSM AA and NTIA CIO to translate these into executable programs, appropriately planned and resourced. Leads the assessment, infrastructure design, project and acquisition planning, financial planning and execution, and project implementation.
    • Serves as the principal OSM representative to panels, boards, and working groups sponsored by the NTIA Chief Information Officer.
    • Advises senior management, spectrum managers, or federal agencies within the spectrum community on a variety of situations and issues that involve applying or adapting new technologies, theories, concepts, principles, standards, methods, or practices that are developed or employed by OSM.
