As a Supervisory Education Program Specialist, GS-1720-14, you will be responsible for the following duties:
Oversee the planning, policy development, implementation and communication of the Workforce Innovation and Opportunity Act (WIOA) Section 242, National Leadership Activities in order to improve adult education and spur innovation in the field of adult education and literacy. Supervise professional staff which administers grants and contracts. Provide expertise in adult education and literacy for other offices within the Department, across federal agencies, and the public. Improve adult education and spur innovation in the field of adult literacy and learning. Coordinate with counterparts at the Departments of Labor and Health and Human Services as well as with those in the Department of Education’s Rehabilitation Services Administration and Institute of Education Sciences. Coordinate activities including multi-state and multi-program research and evaluation projects, targeted research topics, national surveys, and the production of reports to Congress. Utilize findings from these research and evaluation activities for program improvement, production of technical assistance and professional development resources for State boards and local programs, and for the development of policy guidance and interpretation. Guide implementation of contract and grant programs and education reports under the WIOA Title II Section 242, National Leadership Activities. Provide leadership and expertise to the Division and the Office to inform policy interpretation and priorities.

Basic Requirements:
A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.
or
C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
or
D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
Specialized Experience for the GS-14
One year of experience equivalent to the GS-13 performing all three(3) of the following duties or work assignments:
1. Experience providing leadership and guidance to Federal and state officials in planning, developing, implementing, and evaluating programs under the Adult Education and Family Literacy Act, Title II of the Workforce Innovation and Opportunity Act.
2. Experience in understanding and applying education research.
3. Experience planning and organizing team efforts.

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).
