    Responsibilities

    The incumbent serves as a senior research scientist at the Space and Terrestrial Communications Directorate, U.S. Army Combat Capabilities Development Command (CCDC), C5ISR. The incumbent will be responsible for broad theoretical and experimental programs of applied research and development necessary to underpin technical capabilities leading to the security, availability, survivability, and continued operation of tactical and strategic information systems at all classification levels in the face of adversarial attacks. The senior research scientist is a leading expert in cyber security, who actively develops new defensive cyber solutions that enable cyber protection of the Army network, proactively identifies and resolves cyber vulnerabilities; and incorporates elements of cyber resiliency, allowing for the operation of the Army network in a hostile cyber-attack environment. The incumbent's immediate supervisor is the Director, Space and Terrestrial Communications Directorate (S&TCD), a Tier 1 SES reporting to the Director, C5ISR. Supervision is characterized by (1) a degree of confidence in and reliance on the incumbent's productivity, competence and judgment such that there is an unusual level of support for his/her recommendations; (2) responsibility/delegation of responsibility that interpretations, recommendations and conclusions having major impact on matters of great urgency and significance are furnished to other agencies and the professional community without reference to or knowledge of higher authority; and (3) a supervisory relationship that reflects recognition of the researcher as both a leading technical authority in his/her field and as a distinguished scientist, with reports and papers published as well as presentations made to professional groups.
