- Responsible for direct oversight of the daily Project water operations and plans, coordinating with, and directing Irrigation Operations activities. Formulates water operation requirements and coordinates water operations through a complex storage, conveyance, and delivery system of reservoirs and canals. The incumbent directs a 24 hour/7-day week coverage schedule during the irrigation season. Coaches, trains, and directs professional and technical staff activities in operating the system.
- Hydrographic determinations are required continuously to ensure the efficient and effective operation for storage, conveyance, and delivery of water to meet water-user demand.
- The incumbent performs detailed studies and analyses of different factors, such as effect of the (non-Project) Moses Lake irrigation operation, leakage, evaporation, amount of natural inflow, amount of off-Project runoff during early spring, amount of return flow from irrigation, and the resultant amounts of water which must be fed through canals into the reservoir to meet the estimated needs of irrigation.
- Estimates monthly water demands including losses and waste in the delivery system and diversions to major canal systems. Upon completion of the analysis, determines monthly water surface elevations (storage) required for multiple reservoirs and available canal capacity, to provide feed water without overtaxing the system considering the limitations of upstream canals, structures, Banks Lake, and pumping operations at Grand Coulee. The effect of the operation on recreation, fish and wildlife, and other environmental concerns must be considered.
