    This position is located in the Bureau of Western Hemisphere Affairs, Executive Office, Financial Management Division.  This office is responsible for formulating, justifying, allotting, monitoring, executing, reporting, and auditing several hundred million dollars in complex annual and multi-year appropriations and personnel resources covering Diplomatic Engagement, Representation, and ICASS management support at over 52 overseas posts and 15 domestic offices.

    • Plans, organizes, coordinates, and carries out annual and multi-year budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs.
    • Reviews, analyzes, consolidates, and revises budget execution plans. Coordinates the execution of the approved budget, including efforts to adapt budgetary policies, analytical methods, and regulatory procedures for use in budget execution.
    • Advises program and other managers of the necessity for and type of budgetary action to be implemented to meet their particular programmatic requirements.
    • Develops cost-benefit and other analyses for recommending changes in funding and budget plans, and highlights the impact, including out-years, on programs, projects, or activities may occur if recommendations are accepted.
    • Drafts or coordinates responses and provides information, explanations, and clarifications that respond to Department, OMB and Congressional questions and inquiries.
