Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Reviews and analyzes safety data from multiple sources to be able to identify potential safety issues and emerging and changing risks, and make recommendations to correct or prevent safety issues. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.
Applies experience and knowledge of theories and concepts in the investigation, identification and management of safety issues. Use knowledge in the development and use of safety performance measures to determine if controls are effective at mitigating risk in the air transportation system.Typical assignments may include: development of guidance materials; extensive research; conducting risk assessments, and responsibility for project/program management.
Identifies and assesses hazards in the national air transportation system so that newly identified hazards and ineffective controls for system-wide safety issues are analyzed and mitigated, and safety performance is measured and managed. Investigates and analyzes aviation accident, incident, and other safety data collected on the air transportation system to assess the existence of hazards and/or ineffective controls.
Applies experience and advanced technical knowledge of FAA and AVS Safety Assurance functions and Safety Risk Management (SRM) methodologies to analyze accident, incident, and other safety data in order to identify, develop, assess compliance of, and propose changes to FAA SMS and AVS SMS policies and processes. Provides technical advice and guidance to senior level management regarding safety management, regulations, policies, processes and procedures, specifically in identifying safety hazards and risk mitigation's in the air transportation system.
Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work-activities within established schedules. Serves as a technical investigator by providing support with technical aspects in the design and development efforts of the FAA Safety Management System (SMS) and Aviation Safety (AVS) SMS.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Applies analytical and investigative experience to conduct cross-organizational policy analysis, alignment, and compliance assessments of FAA SMS and AVS SMS policies and processes.
Participates in cross-organizational teams to plan, develop, and/or revise safety management policies, processes, training, or other promotional materials, as needed to support the continuous improvement of the FAA SMS and AVS SMS. Presents briefings to obtain consensus between stakeholders.
