The incumbent of this position serves as the Deputy Director for Claims Administration, Policy, Hearings, and Technical Assistance of the Division of Federal Employees' Compensation (DFEC), under the Office of Workers' Compensation Programs (OWCP). As Deputy Director, the incumbent administers the Federal Employees' Compensation Act (FECA), and related programs, in connection with job-related injuries for Federal employees and certain others eligible for the benefits of the FECA. Directs the development of and recommends implementation of strategy for overall policy in connection with the FECA.
Ensures the program provides workers' compensation coverage for approximately 2.9 million federal employees through realistic and adequate medical and financial relief and rehabilitation services when occupational injuries are sustained; the direction of studies and investigations into the incidence, causes, and costs of accidental injuries; the devising of adequate methods and means for the most efficient and economical administration of the program; and assisting in the establishment and maintenance of a properly balanced and coordinated organizational structure to meet adequately and economically the goals and objectives of the program.
Supervises branch chiefs and provides senior executive oversight for the Branch of Regulations, Procedures, and Policies, Branch of Technical Assistance, and the Branch of Hearings and Review.
In the absence of the Director, may serve as Acting Director, reporting directly to the Director of OWCP with full authority and responsibility of that position, while serving in this capacity to overall activities as well as to individual cases.
You must have one year of specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties.

1. Extensive knowledge of the Office of Workers’ Compensation Programs and its laws and regulations as administered by the Division of Federal Employees’ Compensation. Specifically, demonstrated knowledge and leadership experience related to the administration of claims under the Federal Employees’ Compensation Act and/or the War Hazards Compensation Act, required to develop new or revise existing policies and administrative procedures.
2. Demonstrated experience developing, implementing, and/or enforcing administrative practices and procedures associated with medical, rehabilitation, and social insurance programs, as well as pharmaceutical dispensing/control programs.
3. Skill in successfully managing an organization’s human resources, operating budget, and competing program priorities to meet operational goals and objectives. Applicants must demonstrate experience in effectively assessing an organization’s needs and making adjustments to program emphasis when necessary to ensure program efficiency.
4. Ability to collaborate with key government, private industry, and congressional personnel/officials across industry lines in order to effectively develop and communicate program policies and requirements and to serve as a spokesperson for the organization in a variety of professional settings (i.e., external agencies, congressional hearings, and private industry conferences, etc.).
