This position is a Program Analyst who reports to the Special Agent in Charge (SAC) in the Office of Inspector General (OIG), Office of Investigations (OI). OIG is an independent organization with law enforcement authority under the Inspector General Act of 1978, as amended. OIG conducts investigations relating to NSF programs, grants, contracts, and operations pursuant to Federal statutes and regulations.

Investigative Support
Assists investigative staff in the preparation of investigative reports. Conducts initial assessment of information (review databases for information on individuals/institutions/award identified and perform open source searches).
Collects, assembles, and compiles data for recurring, special and one-time administrative and management reports. Identifies and documents sources of information to detect possible misconduct.
Performs Mandarin Chinese to English and English to Mandarin Chinese interpretation and translations. Such services include, but are not limited to, interpretations at meetings and interviews; translations of written communication such as letters, memoranda, email correspondence, and agreements.
Analytical Support
The incumbent assists investigative staff in the research of regulations and laws to support the development of investigative materials. Facilitates the identification of issues that may impact program objectives or activities.
Gathers, extracts, reviews and consolidates necessary data for use by investigators in investigative reports and presentations.
Incumbent is responsible for segments of special projects, with independent responsibility for planning, implementation, and evaluation of data, or may function as a member of one or more teams to work on special projects.
The incumbent participates in management meetings held to make decisions regarding modification or initiation of programs or projects. The incumbent is an active participant making suggestions for managerial consideration.

To qualify at the GS-7 level, you must have one of the following:
1. At least one year of specialized experience equivalent to the GS-5 level in the Federal service. Examples of such experience include researching, analyzing and reporting to higher level staff on research topics, assisting higher level staff in conducting analyses and evaluations of information; observing or participating in routine investigation interviews; assisting in planning, organizing meetings or events; assisting higher level staff in researching laws, regulations, policies and procedures.
2. One full year of graduate level education.
3. A Bachelor's degree with Superior Academic Achievement - that is one of the following: In the upper one-third of your graduating class; OR a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during your final 2 years.
4. A combination of post high school education and experience that combined meet the qualification requirements for this position.
SELECTIVE FACTOR: I have the ability to read and speak Chinese, preferably in the Mandarin or Cantonese dialect at an advance level.
